Default what does 'dry lunch people' mean?

saw this expression used in another thread (that I don't want to get personally involved in due to not knowing enough about the subject matter and understanding it even less, but I've been following it..) and this phrase just had me stumped

tried googling it, but couldn't find anything.

I remember Mike Reid in Eastenders always going on about giving someone a "dry slap". As opposed to a wet one

The term has been used for years in my family and denotes boring bastards.
